That will be the question. What keeps bystanders from performing CPR. Is it fear that they do not know how to do CPR properly, or is it that they are not sure who actually is in need of CPR. If it is fear of not performing CPR correctly, simplifying the mechanics of CPR should help. If it is insecurity regarding who actually needs CPR orfear of initiating CPR when it wasn't necessary, simplifying the mechanics of CPR may not be the answer.
